Kelly Cashen served 20 years in the U.S. Coast Guard as a Communications Specialist. During that time, Kelly managed satellite communication services and systems for the Department of Defense. She participated in over 50 Source Selection Evaluation Boards as a decision maker for best value, large dollar contract awards for all branches of the U.S. Military.
Kelly used her military program management and contracting experience to transition into proposal management and writing after retiring from the military.
Kelly has over 14 years of proposal management and writing experience. She has produced over 650 technical proposals that have been awarded contracts ranging in value from $2 million to over $2 billion. She specializes in Architecture/Engineering/Construction, Information Technology, Software Application Development, Testing, and Implementation, Talent Sourcing, and Business Consulting proposals. Kelly’s primary focus is Federal Government opportunities, but she has also worked on over 100 private sector opportunities with excellent results equivalent to that of her public agency contract award rate.
Kelly has a Bachelor of Science in Organizational Communication and a Bachelor of Arts in Graphic Design. She has also completed formal training and practical professional experience in Shipley Associates’ Proposal Writing and Management methodologies, handling high volume of sensitive material records management, developing highly effective people, leadership and management, team coordination, meeting facilitation, corporate branding, instructional design, and presentations. She has been an active member of Association of Proposal Management Professionals for 11 years.
Kelly is also an expert level user of several word processing, spreadsheet, database, presentation, project management, and scheduling software applications including Microsoft Office Suite, Adobe Creative Suite, and Primavera.
