Neal Gaulden retired from the US Navy in 2009 after 22 years of service, where he served as a Chief Petty Officer onboard submarines. As a Chief Petty Officer, Neal lead and managed personnel and departments, developed and managed training programs, and managed program operations and executions. Following retirement, Neal worked as a warranted Contracting Officer for the Federal Government, where he authorized the award of federal construction contracts. As a Contracts Specialists, he focused on preparing and issuing Government solicitations and request for proposals for major construction, architect-engineering, and environmental contract actions. Neal also managed contract actions for small business acquisition. His tasks also included negotiating contract actions and awards, negotiating claims and adjustments, and supplemental agreement processes. He was responsible for the acquisition of construction contracts totaling over $70 million, as well as architect-engineering design and environmental services contracts totaling over $8 million.
Neal’s unique experience as a Contracting Officer and as a Chief Petty Officer makes him a recognized expert in proposal writing, federal contracts, federal regulations, contracts management, small capital contracts, planning, acquisition, funding, scheduling strategy and methodology, program assessments, and developing and facilitating training programs. With an extensive leadership and management background, he has the ability to jump in at the beginning, middle, or end of any project, pick up the pieces, and drive the project to successful completion. He has simultaneously managed multiple projects and multiple disciplines on projects that have variable completion dates and are located at different sites.
Neal also has experience as a senior project manager specializing in Owner’s Representative services, Project and Construction Management, federal, municipal, and tribal regulatory compliance, environmental cleanup and mitigation, federal and tribal contracts, and quality assurance and quality control. He is a subject matter expert for concept, layout, design, operability, usability, and construction of athletic fields and facilities. He has performed management services on numerous projects, such as; athletic facilities, K-12 school construction, treatment plant facilities construction, pump station facilities construction, pipeline conveyance, and road construction, to name a few.
When Neal is not writing proposals or managing projects, he is enjoying spending time with his wife, kids, grandkids and the rest of his family. When he’s not doing either of those, he is enjoying his time coaching track athletes as a Head High School Track and Field Coach, coaching Junior Olympic National Athletes as a Certified USA Track and Field Coach, and competing as a USA Track and Field Masters Athlete.
