Katherine Minturn serves as Chief Operations Officer of SAS-GPS, where she leads firm-wide operations supporting the delivery of high-quality, compliant, and competitive government proposals. With more than two decades of operational leadership across government contracting, healthcare, and business management, she brings a disciplined, process-driven approach to scaling federal proposal development and execution.
Katherine oversees operations supporting proposal development from capture through submission, ensuring alignment with RFP requirements, compliance standards, and quality control processes. Her leadership focuses on optimizing workflows, strengthening internal systems, and delivering consistent, high-performing proposal outcomes for clients across federal, state, and commercial markets.
She began her career with SAS-GPS in 2002 as a Production Manager, building a strong foundation in proposal development, compliance, and delivery. This experience provides her with a deep understanding of the full proposal lifecycle and the operational structure required to consistently produce competitive, compliant submissions.
Expanding her leadership experience, Katherine transitioned into the healthcare sector, where she operated in highly regulated, compliance-driven environments. As a Recruitment and Credentialing Specialist for ProHealth Care Medical Associates, she ensured provider onboarding met strict regulatory standards. She later served as Director of Operations for an interventional cardiology practice in Wisconsin, overseeing administrative strategy, daily operations, and process optimization.
Katherine’s combined experience across federal contracting and healthcare provides a cross-industry perspective that strengthens SAS-GPS’s ability to support clients navigating complex, compliance-intensive procurements. Under her operational leadership, SAS-GPS has supported clients in securing over $45 billion in federal contract awards since 2011.
She holds a Bachelor of Science in Business Management from the University of Wisconsin–Whitewater, graduating summa cum laude.
