Jerry Fletcher

Jerry Fletcher is a Proposal Writer at SAS-GPS, bringing more than 25 years of experience in federal and international proposal development. His career is defined by precision, technical expertise, and disciplined execution, shaped by extensive operational experience in both military and commercial aviation. 

Jerry supports proposal development from capture through submission, contributing to technical writing, compliance alignment, and volume development to ensure each response meets solicitation requirements and evaluator expectations. He specializes in federal proposal writing, RFP compliance, and developing technical volumes for complex aviation, logistics, and defense-related procurements. 

Throughout his aviation career, Jerry authored a wide range of FAA-approved documentation, including Operations Manuals, Flight Training Manuals, Safety Management System documentation, Hazardous Materials Manuals, business plans, grant requests, and proposal responses. He transitioned into full-time proposal development in 2004 and further strengthened his expertise through Shipley training in proposal management and writing. He is also a member of the Association of Proposal Management Professionals (APMP). 

Jerry has contributed to proposals for U.S. and international government agencies and commercial clients, serving as Technical Volume Lead, Book Boss, Color Team Reviewer, and Aviation Subject Matter Expert. His experience spans organizations including the U.S. Army, U.S. Air Force, U.S. Navy, Department of Defense, Department of State, Department of Homeland Security, Department of the Interior, the United Nations, and NATO.

Jerry holds a Bachelor of Arts and a Master of Arts in Mass Communications with a concentration in Public Relations from Texas Tech University.
