Christopher Blair is a Proposal Writer at SAS-GPS, bringing more than 20 years of professional, academic, and creative writing experience to every engagement he supports. For over a decade, he has specialized in developing high-impact responses to complex RFPs and grant applications, producing clear, compliant, and strategically compelling submissions across a range of industries.

Chris supports federal, state, and local proposal development from capture through submission, contributing to technical writing, RFP compliance, and content strategy to ensure each response aligns with solicitation requirements and evaluator expectations. He specializes in federal proposal writing, grant writing, and developing compliant, competitive proposals for healthcare, workforce development, and public sector programs.

He has led proposal efforts across sectors including workforce development, healthcare, Medicaid administration, behavioral health, and public infrastructure. His experience includes responses for U.S. Department of Labor Job Corps programs, WIOA and TANF services, statewide Medicaid contracts, pharmacy services, behavioral health programs, and crisis stabilization operations—providing deep familiarity with the regulatory requirements and technical standards that define these procurements.

Prior to joining SAS-GPS, Chris served as Senior Proposal Manager at BrightSpring Health Services, where he managed the full proposal lifecycle across multiple lines of business, including pharmacy services, residential and home care, and national workforce development programs. He also led compliance reviews, budget analysis, win theme development, and cross-functional coordination with executive and operational teams. Earlier in his career, he worked as a Proposal Resources Coordinator at ResCare, building a strong foundation in RFP analysis, template development, editorial review, and submission logistics.

In addition to proposal development, Chris brings significant experience in grant writing and reporting, supporting nonprofit organizations in developing competitive applications for private and federal funding. His analytical mindset, editorial precision, and ability to translate complex requirements into persuasive narratives consistently strengthen proposal quality and competitiveness.

Chris holds a Master of Fine Arts in Creative Writing from Spalding University and a Bachelor of Arts in English from the University of Southern Indiana.
