Mrs. Isobel Hertlein brings over 26 years of experience in federal government construction contracting, with a proven track record supporting projects across CONUS and OCONUS locations. Her expertise spans proposal development, technical writing, project management, and estimating for a diverse range of federal agencies including the Department of Veterans Affairs, U.S. Army Corps of Engineers, U.S. Navy, U.S. Air Force, and the National Park Service.
Mrs. Hertlein has led the development of winning proposals for both design-build and design-bid-build contracts, managing all phases of the project lifecycle—from opportunity sourcing and compliance strategy to procurement, scheduling, and construction execution. She has held key roles with firms such as San Juan Construction and Hawk Contracting Group, where she supported high-profile and remote-location projects under challenging conditions.
Mrs. Hertlein’s practical, hands-on knowledge of federal construction documentation and FAR compliance is complemented by her organizational strengths and attention to detail. Her ability to produce concise, technically sound proposals has consistently contributed to successful contract awards.
She holds a Bachelor of Science in Management with a minor in Communications from the University of Maryland Global Campus.
