Howard Wilson, MBA, PMP, CSP, CEM, CQM/OE, is a dynamic business development executive and senior project leader with more than 30 years of experience spanning military, federal, and commercial operations. A U.S. Marine Corps veteran, Howard built his career on precision, leadership, and a commitment to excellence—qualities that continue to define his approach to strategy, capture management, and execution. Over the course of his career, he has led and supported proposal efforts that have secured more than $20 billion in new business across aerospace, logistics, facilities management, and base operations support.

Known for transforming underperforming operations into high-performing, customer-centric organizations, Howard brings deep expertise in market evaluation, cross-functional leadership, and continuous improvement. His experience includes leading global initiatives for clients such as DynCorp International, Navistar Defense, Choctaw Defense Services, and NIKA Technologies—optimizing performance, reducing costs, and achieving record-breaking growth and contract wins.

As the founder and COO of IFORS, Howard has also supported defense contractors and government agencies worldwide, shaping strategic partnerships and developing competitive, compliant proposals.
