Devin Anand

Devin Anand is a Proposal Writer at SAS-GPS and a seasoned federal proposal manager with more than 18 years of experience supporting complex, high-value pursuits across the U.S. Government marketplace. He has led and contributed to winning proposals for civilian and defense agencies, including NASA, NOAA, DoD, DHS, the VA, USACE, and the Department of Commerce, supporting both large integrators and small businesses across multiple contract vehicles.

Devin supports proposal development from capture through submission, leading compliance management, solutioning, and narrative development to ensure each response aligns with solicitation requirements and evaluator expectations. He specializes in federal proposal writing, RFP compliance, and technical volume development for complex IT and engineering procurements. He is also highly skilled at translating complex performance work statements and evaluation criteria into clear, compelling, and compliant proposal content, while coordinating cross-functional teams and teaming partners to execute under aggressive timelines. 

Prior to joining SAS-GPS, Devin served as Senior Proposal Manager at MyraTech Solutions, where he contributed to more than $291 million in contract awards over an 18-month period, including over 32 task order wins across vehicles such as GSA MAS, FirstSource II, SeaPort NxG, and CIO-CS. Earlier in his career, he spent a decade at Columbus Technologies and Services in roles spanning proposal management, project management, and technical writing, building a strong foundation in agile methodologies, program governance, and IT systems delivery. 

Known for his structured approach and attention to detail, Devin brings deep expertise in federal acquisition processes, evaluation methodologies, and best-in-class proposal practices. He partners closely with executives, capture managers, and subject matter experts to shape competitive strategies, strengthen win themes, and deliver polished, submission-ready proposals that reduce risk and increase win probability.
