Howard Wilson is a Proposal Writer at SAS-GPS and a seasoned business development executive and senior project leader with more than 30 years of experience across military, federal, and commercial operations. A retired U.S. Marine Corps Master Sergeant, Howard built his career on precision, leadership, and a commitment to excellence, qualities that define his approach to capture strategy, proposal development, and compliance-driven execution. 

Howard supports proposal efforts from capture through submission, contributing to strategy development, content planning, and compliance alignment to ensure each response meets rigorous federal requirements and evaluator expectations. His experience spans industries including aerospace, logistics, facilities management, and base operations support. 

Known for transforming underperforming operations into high-performing, customer-focused organizations, Howard brings deep expertise in market evaluation, cross-functional leadership, and continuous improvement. He has led and supported global initiatives for organizations such as DynCorp International, Navistar Defense, Choctaw Defense Services, and NIKA Technologies, driving operational improvements, reducing costs, and contributing to successful contract awards. 

Howard has supported defense contractors and government agencies worldwide, building strategic partnerships and developing competitive, compliant proposals across sectors including aerospace, search and rescue, facilities management, and security. His combined operational and business background enables him to align strategy with execution to support long-term growth and contract success. 

Howard holds a Master of Business Administration from DeVry University, a Bachelor of Science in Aviation Management from Southern Illinois University, and a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University. He maintains an active Secret Security Clearance.
