Isobel Hertlein

Isobel Hertlein is a Proposal Writer at SAS-GPS, bringing more than 26 years of federal construction contracting experience. Her background spans the full project lifecycle, from opportunity identification and estimating through proposal development, project award, construction execution, and closeout, giving her a comprehensive perspective on federal construction procurements.

Isobel supports federal, state, and local proposal development from capture through submission, contributing to technical writing, RFP compliance, and construction proposal strategy to ensure each response aligns with solicitation requirements and evaluator expectations. She specializes in developing competitive, compliant submissions for design-build and design-bid-build contracts across construction and infrastructure projects.

She has led the development of winning proposals for a wide range of federal construction projects, crafting technically sound narratives that address contractor qualifications, past performance, project planning, management approaches, scheduling, phasing, and risk mitigation. Her deep familiarity with FAR requirements, agency standards, and construction documentation enables her to deliver proposals that are both compliant and compelling.

Isobel’s experience includes supporting projects up to $40 million for federal clients across CONUS and OCONUS locations, including Kwajalein and Diego Garcia, contributing to warehouses, airfield renovations, wharves, and specialized infrastructure. At Hawk Contracting Group, an SDVOSB firm, she expanded her role to include proposal management, go/no-go decision support, budgeting, scheduling, and project management for contracts up to $10 million, including work at Pearl Harbor.

Throughout her career, she has supported contract awards for agencies including the Department of Veterans Affairs, U.S. Army Corps of Engineers, U.S. Navy, U.S. Air Force, and the National Park Service. Her field experience, attention to detail, and understanding of construction execution bring clarity, credibility, and competitiveness to every proposal she supports.

Isobel holds a Bachelor of Science in Management with a minor in Communications from the University of Maryland Global Campus.
