Jeffrey Reagan is a Proposal Writer at SAS-GPS, bringing more than 25 years of leadership experience as a United States Marine Corps Colonel to every engagement he supports. A graduate of the U.S. Naval Academy with a Bachelor of Science in Mechanical Engineering, Jeff brings strategic leadership, operational discipline, and cross-functional expertise shaped through decades of high-stakes military service.

Jeff supports federal proposal development from capture through submission, contributing to technical writing, RFP compliance, and solution development to ensure each response aligns with solicitation requirements and evaluator expectations. He specializes in federal proposal writing, government contract proposals, and developing competitive, compliant submissions for logistics, engineering, construction, and operations-focused procurements.

Throughout his Marine Corps career, Jeff held progressively senior command and staff positions spanning logistics, construction, engineering, supply chain, and executive operations management. As Chief of Staff of the 2nd Marine Logistics Group at Camp Lejeune, he oversaw a 9,000-person organization, directing long-term planning and coordination of supply chain, distribution, equipment maintenance, health services, and construction operations supporting more than 50,000 personnel. He also served as Assistant Chief of Staff for Logistics with II Marine Expeditionary Force in Afghanistan, directing operational-level logistics support for 19,000 personnel while managing a $350 million contract portfolio and overseeing the movement of 17,000 short tons of material. As Commanding Officer of the 9th Engineer Support Battalion, he led a 400-person construction unit during deployment to Iraq, supervising the construction of base camps, training ranges, and critical infrastructure.

That combination of executive leadership, engineering expertise, and large-scale contract and logistics management gives Jeff a strong perspective when developing federal proposals. He understands how government agencies evaluate, award, and execute contracts and applies that insight to strengthen proposal strategy, compliance, and overall competitiveness.

Jeff joined SAS-GPS in 2014 following his retirement from the Marine Corps and holds a Top Secret/SCI clearance.
