Michelle Keshel is the CEO and Founder of SAS-GPS, which she established in 1998 to give businesses a competitive edge in the federal marketplace. With more than 25 years of leadership, Michelle has built SAS-GPS into a trusted government proposal writing firm, helping clients secure over $45 billion in federal contract awards across industries, including construction, IT, cybersecurity, healthcare, facilities management, and professional services.

Michelle leads firm-wide strategy and oversees federal proposal development from capture through submission, ensuring alignment with RFP requirements, compliance standards, and winning proposal strategies. Under her leadership, SAS-GPS delivers end-to-end support, including capture planning, go/no-go decision support, proposal writing, compliance review, and price-to-win analysis.

Before founding SAS-GPS, Michelle served as Business Systems Manager at Chaney Systems, Inc., where she developed a strong foundation in process, compliance, and results-driven communication. Her leadership approach was further shaped by her service in the United States Army, where she spent nine years as a Chief Warrant Officer, Helicopter Pilot, Intelligence Officer, and Systems Security Officer, experience that instilled the discipline, strategic thinking, and mission-first mentality she brings to every engagement.

Under Michelle’s leadership, SAS-GPS supports organizations ranging from small businesses to Fortune 500 companies pursuing federal, state, and local opportunities, including GSA Schedule consulting, major contract vehicles such as OASIS+ and CIO-SP4, and small business programs including 8(a), SDVOSB, HUBZone, and WOSB, as well as joint ventures, teaming arrangements, and large-scale prime contract pursuits.

As a service-disabled veteran and business owner, Michelle has built SAS-GPS on a foundation of excellence, accountability, and results. The firm is known for delivering compliant, compelling proposals that stand out to evaluators and position clients for long-term success in government contracting.
