Michelle Keshel is the CEO and Founder of SAS-GPS (Government Procurement Solutions), which she established in 1998 to give businesses a true competitive edge in the federal marketplace. With more than 25 years at the helm, Michelle has built SAS-GPS into one of the most trusted government proposal writing firms in the country, helping clients secure over $45 billion in federal contract awards across industries including construction, IT, cybersecurity, healthcare, facilities management, and professional services.
Before founding SAS-GPS, Michelle served as Business Systems Manager at Chaney Systems, Inc., a custom technology infrastructure consulting firm in Wisconsin, where she developed her sharp focus on process, compliance, and results-driven communication. Her foundation, however, was forged in the United States Army, where she served for nine years as a Chief Warrant Officer, Helicopter Pilot, Intelligence Officer, and Systems Security Officer, a background that instilled the discipline, strategic thinking, and mission-first mentality she brings to every client engagement.
Michelle leads a team that delivers end-to-end proposal development services, from capture planning and go/no-go decision support to RFP response writing, compliance review, and price-to-win analysis. Under her leadership, SAS-GPS supports businesses of all sizes, from agile startups to Fortune 500 companies, pursuing federal opportunities through GSA Schedule consulting, GWAC vehicles such as OASIS+ and CIO-SP4, and small business set-aside programs including 8(a), SDVOSB, HUBZone, and WOSB.
