Proposal Writer
Pamela Thurman is a Proposal Writer at SAS-GPS with more than a decade of experience supporting federal and private sector contracting. Her background spans the full proposal lifecycle, from strategy and writing through pricing, subcontractor coordination, and contract onboarding, bringing a comprehensive perspective to every submission she supports.
Pamela has supported winning proposals for a distinguished roster of clients and agencies, including Hines VA CMOP, F.E. Warren AFB, Fort McCoy Army Installation, the Chicago Department of Aviation, U.S. Coast Guard New Orleans, University of Michigan Health System, United Airlines, and the City of Pittsburgh. She has also served directly as a government contractor for agencies such as GSA and the Smithsonian Institution, providing firsthand insight into how agencies evaluate, award, and administer contracts.
Before transitioning into proposal development, Pamela built a strong foundation as an Industrial Engineer and Project Manager in consumer goods manufacturing, where she developed process specifications, quality control manuals, preventive maintenance protocols, software user manuals, and technical documentation. That engineering discipline informs her structured, detail-oriented approach to proposal development, with a focus on clarity, precision, compliance, and strategy aligned to evaluator expectations.
Pamela holds a Bachelor of Science in Industrial Engineering from Tennessee Technological University and a Master of Science in Engineering Management from the University of Tennessee.
