Sarah Pagona serves as Director of Business Development at SAS-GPS, bringing nearly 20 years of leadership experience across government, technology, and business sectors. She works directly with clients and partners to identify growth opportunities, build strategic relationships, and position companies for success in the federal marketplace. Her background enables her to bridge strategic vision with operational execution, supporting both business development and proposal success.
Sarah supports opportunity development from early capture through submission, aligning business development strategy with federal proposal development, RFP requirements, and competitive positioning. She specializes in identifying high-value pursuits, shaping win strategies, and helping clients translate their capabilities into compliant, compelling proposals.
She spent over a decade in educational leadership and program management before transitioning into the private sector, where she led government proposal efforts from strategy through submission, overseeing technical writing, business development, and cross-functional teams. This experience provides her with a strong understanding of the full lifecycle required to succeed in government contracting.
Sarah is known for her ability to strengthen underperforming initiatives and build high-performing teams. She brings a practical understanding of the challenges clients face when navigating complex federal opportunities and applies that perspective to every engagement.
Her strengths include client relationship management, opportunity development, and competitive positioning across federal, state, and commercial markets. Sarah holds a Master’s in Administrative Leadership and a Bachelor’s in Art and is based in the San Antonio/Austin area.
