Sarah Pagona brings nearly 20 years of leadership experience across the government, technology, and business sectors, with a background that gives her a rare ability to bridge strategic vision with operational execution. As Director of Business Development at SAS-GPS, she works directly with clients and partners to identify growth opportunities, build relationships, and position companies for success in the federal marketplace.

Sarah spent over a decade in educational leadership and program management before transitioning into the private sector, where she spent several years directing government bid proposals from strategy through submission, overseeing technical writing, business development, and cross-functional teams across multiple simultaneous engagements. That breadth of experience, from managing large departmental budgets and staff to driving full lifecycle program oversight across technology, marketing, and operations, gives her firsthand insight into what it takes to deliver results under the pressure of government contracting timelines and requirements.

Her instinct for turning around underperforming initiatives and building high-performing teams has followed her throughout her career. She understands what clients face when navigating complex federal opportunities, and she brings that perspective to every conversation.

Her strengths lie in client relationship management, opportunity development, and translating a company’s capabilities into a compelling, competitive position. Sarah holds a Master’s in Administrative Leadership and a Bachelor’s in Art. She is based in the San Antonio/Austin area.
