Director of Business Development
Tracy Breitenbach serves as Director of Business Development for SAS-GPS, where she works closely with government contractors to identify opportunities, build strategic relationships, and support successful proposal pursuits.
Tracy brings more than 30 years of executive leadership experience spanning healthcare, legal, regulatory compliance, operations, and organizational management. Throughout her career, she has led complex organizations, developed high-performing teams, managed multimillion-dollar programs, and collaborated with federal, state, and local agencies to achieve mission-critical objectives.
Prior to joining SAS-GPS, Tracy served as Director of Student Health Services for a prominent southeastern Wisconsin school district serving approximately 5,000 students, where she directed district-wide health operations, regulatory compliance, emergency preparedness, and multidisciplinary stakeholder collaboration. She also held executive leadership positions with the Medical College of Wisconsin’s Clinical and Translational Science Institute, overseeing federally funded research programs supported by the National Institutes of Health (NIH), managing large interdisciplinary teams, administering grants and contracts, and ensuring compliance with complex federal requirements.
Earlier in her career, Tracy served as Director of Operations for a specialty cardiology practice, worked in healthcare risk management, practiced as a legal nurse consultant while attending law school, and held numerous clinical leadership roles in critical care nursing.
Her unique combination of operational leadership, regulatory expertise, healthcare experience, legal training, and client relationship management provides SAS-GPS clients with a trusted advisor who understands the complexities of government contracting and the importance of delivering responsive, compliant proposal solutions.
Tracy holds a Juris Doctor from Marquette University and a Bachelor of Science in Nursing from the University of Texas at Austin. She is a licensed Registered Nurse in Wisconsin, an inactive member of the Wisconsin State Bar, and a commissioned Wisconsin Notary Public.
